Whats the difference of buying an Iphone 3GS from Apple or ATT?

i want to buy a 16gb iphone 3GS. I do have ATT as my phone service, but my contract ends in March and with a new contract, its only 199.99 vs without a new contract its like 400.00. but today i thought of something. i checked Apple.com and they sell iphone 3gs 16gb for 199.99! so can I buy the iphone from Apple and simply go to an ATT store and activate it? is this possible?
 
You have to pay for an activation fee if you buy the phone from apple
