What's the difference between the No Child Left Behind Act and the Race to the Top?

Just so it's clear, the NCLB Act is like a program that encourages lower performing schools to obtain higher scores. And from what I know, the Race to the Top basically does the same thing.. so, what are some key differences between the two?
