Whats the deal with the new Florida fishing law?

What exactly is the new law? Also, I know in Florida it used to be that if you have to pay to fish, such as fishing the Sunshine Skyway pier, that you don't need a fishing license. Is that still the case?
I need a license on the skyway even though I have to pay to fish the skyway?
is this law in effect yet?
 
The new law is everyone will need a license now weather your fishing from shore the Goodyear Blimp, wading or a pier. The only time you won't need one is on a charter boat. You'll need a license on the Sunshine.
