Whats the cheapest way to get 400+ hp out of 1978 gm 360ci?

I am on a tight budget and I want 400-450 hp out of a GM 350 bored .060 over. PLEASE,..... serious answers only.

I will also take suggestions for gear ratio as well, I will be running a THM-350 completely rebuilt for high HP as well.
