Whats The Best Way To Grow Weed Outdoors(and Indoors)?

I'm trying to grow weed and by the way its legal here. I don't want to grow it directly into the ground I want to be able to move them around since it rains a lot here sometimes. I just need maybe some links and some basic information to be able to grow either outside or inside the house.
also how can I tell which are the good seeds and which are the bad ones?
 
This is the best way to grow it indoors! And btw, you know whatever is around the weed plant and what color it is, the weed will adapt and take on that color. So if you had some purple plants, you will have purple haze. Anyways, put your plant in a closet or somewhere by itself. Put a black light in there, they work the best. If you don't have one any other regular light will work. Keep it in there and water it daily.
