What's the best way to get a law passed/changed? ?

I am a father of a 8 year old angel that lives with me every other week and her mom every other week; I pay $412/month in child support; her mom is SUPPOSED to pay $206/month but hasn't paid since April of 2007 she is $3,708 in arrears. The Child Support Recovery Unit has already suspended her license. Every year she gets out of having her tax refund held for arrears by filing a Refund Anticipation Loan. I am trying to get ahold of congressmen, senators, the director of Child Support in Iowa, the govenor to try and get a federal law passed that prevents people who owe back support from filing a RAL loan and avoiding support. Any advice on how to get this done?????
 
Keep trying to get in touch with your congressmen. This is the person you need to talk to. They will then bring the bill to the house and on to the senate. If all goes well it will be passed on to the Governor to sign into law.
Trust me this is much more complicated than it sounds.
Its a very lengthy process.

I've never heard of having to pay child support for a child who lives with you. Is this something that is peculiar to your state?

Do you pay the $412 and then the state sends it back to you? (Minus a service charge, of course).

Here in Cali I know someone who claims that the gov't kept their refund and they had to repay their RAL to the income tax firm.

Laws are hard to change. Good luck!
