What's the best way to build up a Chevy 350 tbi?

Okay maybe not the "best way" because I don't really have to money to completely rebuild it..But what are some good ways to really get low-end to mid-range power out of it.. The motor being completely stock by the way..And I don't care to buy the stuff I just don't want to waist money on things that aren't going to make a noticeable difference..

Alright.. what kind of cam would I be looking for?
And I don't really want to change out the tbi if I don't have to.. how much difference is that going to make?
 
A larger cam would help out and a chip you could also try a Gibson exhaust they have god mid low end and mid range flow.
