What's the best way to build an interactive map using Flash?

I'm planning on building a map using Flash. It'll contain about 500 shapes generally representing each towns outline. Geo coding and exactness is not an issue - this is for reporting. The user will be able to select dropdowns to view data - i.e. selects "number customers with blue house" - the user would then see the towns in a variety of shades - say dark blue for lots of customers in some towns and lite blue for few and gray for none and a few shades in between. Also the user can mouse over the town and a mouseover text box will state the exact number.

Anyone have a good example or provide a general idea on how to do this? I understand the basics of Flash. My biggest concern is how to flag each towns color and stats. Only way I can think is thousands of individual symbols for each town and swtiching the color.
