Whats the best way of connecting DVD player to TV without HDMI?

No, scart is an old standard def interconnection method. If you do not have HDMI/DVI, then your next best method is component video.

I have a TV that doesn't have a HDMI socket but my new DVD player has up-scalining capabilities.
What is the best way of connecting them up together to get the best picture quality. Scart?

Upscaling only works when you use HDMI and the set has HDCP. You could try DVI if your set has that.

Otherwise component is best, and you will get up to 480p.

After that is S-video and composite.
