I wanted to know what's the best peer-reviewed, scientific, response to the book "The Bell Curve".

What's the best scientific evidence that genetics & race have no effect on IQ?
 
Perhaps "Intelligence: Knowns and Unknowns" which is a Report of a Task Force Established by the American Psychological Association published in the February, 1996 volume of the American Psychologist.
