What's the best place in Spain to study Arabic language and Islamic culture?

I'm a college student in the U.S., majoring in near eastern languages and cultures (doing the arabic track), and I'd like to spend all of next year studying abroad in Spain. I'm looking to take classes on Arabic culture and language. I know the complu, and the Universidad de Sevilla and the Universidad de Granada all have departments (in addition to some others), but I'm hard pressed to find a program where I'm not prevented from enrolling in these classes as an extranjera.

I know CIEE has its "advanced liberal arts" program in Sevilla that would allow me to do this, but are there any others?

And is Sevilla a good city in which the influence of Islamic culture is evident? (I know Granada is...) And a fun place to be? (I know Madrid is...)

This is a really longwinded question, but answers to any part of it would be appreciated. Thanks!
