What's the best kind of bicycle for someone who wants to learn to ride?

I'm in my thirties and I don't drive (and NO, it's not because of a drunk driving incident). I can't bend my legs all the way like everyone else. I can bend them maybe 135 degrees. I do have some balance issues, but I don't think that is what's stopping me from riding -- it is because I lack some endurance to keep going because of my disability that affects my legs. I've tried an adult tricycle, but found it too unstable. There are several types of bikes out there (mountain bikes, road bikes, electric bikes etc.). I will be riding this bike around the neighborhood and, if I get good enough, maybe to work. Considering all of these things, which is the best type of bike to buy? Be as specific as you can.
