I want to buy a budget car (I don't drive more than 4,000 miles a year, and never have more than one passenger in it. I don't car about features or bells & whistles. I want to pay cash so as not to worry about monthly loan payments (I hate monthly payments!), but I don't have a lot of money, so the lower cost the better. However, I figure that since I don't drive much, it doesn't have to be super-economical in terms of mph. Also, when buying it, should I wait until I pick the car and then mention I'm paying cash to help lower the overall price? Also, I have a perfect driving record, so I'd think I'd get a good deal on insurance.
