What's some good suggestions for a concrete garden?

It's for a courtyard that's all concrete. No grass, no dirt. I was thinking about getting some dirt and sectioning off one area with the dirt, garden fence, and flowers. The courtyard has a drain, so the excess water would run through it. Could I just put the dirt down on top of the concrete along with some mulch or something, or would I need to remove a block of the concrete first for better rooting? I really don't want to do the latter. Also, the courtyard doesn't get much sun.(Great for the lazy hazy days of Summer, not so great for flowers I guess.) So what's the best flowers to plant in that type of situation? Can I start my seeds now? I'm anxious heehee.
 
I think the better thing would be pots of different sizes and heights.Thay way you can move them around to the sun or just to have more space.You could have some high some low and some in between that way.Just plant what you love,Impatients,ferns,hosta,Begonias,Geriaumns,Some palm trees,Lantana,Mexican Heather,Tornia all good in low sunlight.And enjoy your new back yard!
