whats going on with my betta fish?

sounds just like discoloration, which means he's not sick yet but he's getting there.

really there is nothing you can do unless you can get him a better tank. sorry. try explaining your parents that he's going to die unless he gets a better set up, and so will every fish you get to replace him. explain that you want to be responsible and give him proper care (I don't understand why parents refuse to let their children give their pets proper care.... that is teaching them to be irresponsible and have no respect for animals). if they still won't change their minds, well lesson learned at least. next time do more research first, then you would have known he needed a heater and a larger tank.
 
I think he might be sick but im not sure with what. I got him on thursday and as soon as i put him in the bowl i noticed how he had some dark outlines on his head around his scales, at first this worried me but then i thought maybe thats just how he is. But nope, as these days keep passing by, they get darker he acts differently, and now he had white scales under his mouth.

He keeps going to the bottom of the tank now, and he goes in this little plastic rock hut thing. Sometime he hides behind the filter. I dont have a heater because my parents refuse on getting one. We dont have a thermometer that i can use to check his aquarium temp. His tank is 1.5 gallons, and once again my parents refuse in getting me a bigger tank since we already paid about 40 dollars just for this fish. They think its rediculous so they dont want to bother buying n e thing else, only another fish if it dies.

So what am i supposed to do? and is he sick?

I honestly think hes going to die soon but i just hope not.

Oh and when he lays at the bottom of the tank i put my hand gently in front of him from the outside of the tank and then he moves but then he quickly goes to the top of the tank and gets some air. and while i was changing his tank i noticed a lot of white fluffy clearish things floating around i quickly removed them though.

I feed him 4-6 pellets at least usually once or twice every 1-2 days.

If theres anything else you guys want to kno ill be keeping a watch on this so just ask me away. I really just want my fish to survive.
Yeah, cuz there aquariums are supposed to be 75 - 80 degrees i think, and i kno for shur its like off temp.
To "The Z" I do in fact have a filter, and as i said above "he hides behind his FILTER" and i use topfin water conditioner i put about 4 drops in his tank

i changed his water today because there was some weird green ball with white fluff around it on the plastic rock, and i think he needed it too.

and from what "The z" is saying it doesnt seem like you really read what i was saying.... unless i worded it wrong... but alright?!
 
You should lower the temperature to room temperature on the tank while he is sick because bacteria tends to build around warmer temperatures, so you are not helping matters. Also apply some medicine to the fish tank, petco sells these betta remedies that help heal a sick betta. Why a big tank? Put it in a smaller bowl until it heals.
