What's better for the environment: Paper or Plastic?

I always ask for plastic because I reuse them as trash bags in my house. If I got Paper then they wouldn't be re-used. What is more important, reusing or recycling?

I know the new reusable bags you have to buy would be the best option but I just don't have the money to spend on them, and on top of that, then I would have to buy little trash bags for my small trash cans.

Environmentally what is better, Paper or Plastic?
 
Probably plastic, as long as they are properly disposed of. Paper is more energy intensive to manufacture and ship than plastic bags.
