whats a small cold water fish?

Yes, I agree with everyone above. I was going to mention white cloud minnows, but you will need to upgrade your tank to at least a 5 or 10 gallon. Sorry.
 
i have a 1 gallon aquarium all set up and ready for some fish. on the box of the aquarium, it sugests, betta (i already had one and it was way too cold for it), guppies, cory catfish, danio, dwarf gourami, and small barbs. ive been doing some research and i cant figure out which is the most suitable for the conditions. im not sure how cold the water is exactly, but my house is usually between 58-68 degrees F. please help!
 
There is NO fish that should be kept in a 1 gallon tank. Sorry. Especially no cold water fish.

All the fish you listed are tropical fish and they all need a heater.

I would suggest upgrading the size of your tank to a 5 or 10 gallon (you could really only keep a single betta in a 5 gallon), get both a filter and heater, then you will be ready for fish.

You can not have any fish, that will live happily and healthily, and for their whole lifespan, in the set up you currently have.
 
The only fish that can be placed in a 1 gallon tank is a betta fish, but he will be miserable. If you can, upgrade to a 5 gallon tank (a 5 gallon tank can only hold 1 betta though).

P.S. your house is really cold. see if u can find a heater. they are relatively inexpensive and your fish will really like it.
