What's a shoe size 2 in youth for women?

I bought a pair of shoes for my cousin(girl) and she has really small feet for her age she wears a size 3 in girls and a size 2 1/2 in boys but i thought she said that she was a size 2. I went and bought the shoes in a size 2 youth will it fit her or should i go change it? I need an answer a.s.a.p. because her birthday is this sunday and i want to know if i should change it or not.
is size in youth the same in girls?
