I don't think a tattoo shop would do too well in a small town, honestly.
What are the demographics in your town? Are there a lot of teenagers/children? You could try a video game shop. Something along the lines of Gamestop.
You could also always go with a gas station/convenience store. There are literally endless possibilities, and what would be successful really depends on the demographics of the town.
