whats a better workout the stepper or the recumbent bike?

I got the steppr right now but it feels like its not doing a good job i use the stepper for about 1 hr and 30 minutes usually 45 minutes in morning then evening
my legs feel bulky i can't tell if its cause it added muscles but they seem chubby i want something that works for the inner thighs. it has to be indoors i can't excercise in the cold.
