Not much you can do as parents must give permission. If the coach has the same disability -or knows someone successful who does - they might be able to convince the parents,
 
Clearly if the student is a minor child or the parents are legal guardians because of disabilities there is nothing you or anyone can do. For the student to paticipate without parental permission would/could result in a huge law suit. It is not the job of educators to second guess or over ride parental decisions unless a children's life or safety or well being is in danger and I would say the opposite is true here.

Not participating in a high risk sport does not endanger the child's well being.
 
I would provide the parents with information about safety precautions, statistics of injuries in those sports (if available) and I'd try to find comments and stories of people with disabilities who already do those sports. That way the parents could at least make an informed decision rather than having to guess about the possible dangers. Whatever the parents decided after that, I'd just have to accept their decision.
