What would the penalty be for someone deliberately stepping in front of a

moving car for the purpose of suing? Last night a man literally stepped directly in front of my car and I came within a fraction of an inch of hitting him. I screamed in terror while slamming on the brakes with such force it caused mild whiplash, and found it odd that he was totally calm. He just looked at me and shrugged and got in his fugly old car. Tonight my stepmom told me that our neighbor had come by to talk to us about what happened because she had witnessed it from her upstairs balcony, but had an event last night and didn't have time to talk about it then. She said that she had noticed the man standing on the side of the road several times in that spot for long periods of times. There's a trail going down to the canyon a few feet from there, and this sort of wall / handrail that blocks drivers from seeing the people standing there when they turn onto the street. People are supposed to use the entrance a few feet away from that wall for their safety, but you could step onto the street instead. That's what he did. That area is at the top of the road, so people generally go at low speeds there. We're guessing that he was wanting to get hit by a car hard enough to justify a lawsuit, but at a lower speed that probably wouldn't have been put him at as much risk for anything fatal. This street has some of the most expensive real estate in my city, so it's the place to go if you want to sue someone with deep pockets. I'm a teenage girl driving a luxury car, and probably a prime target for that kind of scammer. Because of my age and inexperience driving people would be more likely to believe that I was at fault for causing the accident, and I'm under my parent's insurance policy, so any lawsuit would be directed at them, not me.

I'm still really shaken up and angry about what happened. Last month my neighbor at our other place died in front of me after losing control of his motorcycle when he swerved to avoid hitting people who darted into the road, and I watched it and it was horrible and this just brings back awful memories. This just really affected me and I want the man to be stopped from trying to pull this stunt again. We're going to talk to the police about it tomorrow when my dad is back in town I just wanted to see if I can find out anything now. Wouldn't this sort of thing be considered insurance fraud? It seems totally criminal to me. The neighbor has cctv security and said she could try to have the camera turned around to catch him if he tries it again. If we caught him, could he be arrested and sued?
Well if we had cctv footage of him standing there waiting for a certain type of car to turn onto the street and then purposefully stepping right in front of him, wouldn't that count as pretty powerful evidence? I know an eyewitness isn't going to be as reliable, and she can't stand on her balcony all day. She could just get the security people turn one of the cameras around to face the street and capture footage from it.
Sorry, I should have explained that cctv = video coverage. My neighbor's home security includes small cameras that record footage of her home, and she turned it the other way around it would capture the street image where he stands.
