what would stop my 2000 ford excursion from starting sometimes it has bran new battery..

...and sometimes it starts?
no their is a clicking sound not due to low volt but im thinking something dealing with theft deturant totally two different types of clicks no loss of power just clicks and doesnt turn starter over
 
If the car clicks when you turn the key the problem is not enough power is getting from the battery to the starter. It could be a bad battery. Even new batteries sometimes fail. Have the battery load tested. It could be a bad connection between the battery cables and the battery or the other end where the cables connects to the car. Clean both ends of the cables with sandpaper or a wire brush. The cables themselves sometimes go bad due to internal corrosion and need to be replaced. A new pair of cables will cost about $20.
