What would happen with bio-remediation in storm-water at the surface with oxygen...

...and carbon dioxide? What effect would introducing the bacteria from bio-remediation in the stormwater slick in the surface water have on O2 and CO2 concentrations?

The reaction is basically CH2O+O2=CO2+H2O when petroleum (organic) compounds are reacted in surface conditions (in the presence of air). This means that oxygen is used to oxidize the organic compounds and generates CO2.

O2 will decrease and CO2 will increase as the reactions proceed.
