What would happen to a parent not educating their child?

As in...
I've been out of school since October of 2008. We were moving, so my dad pulled me out - after a month or two, we moved. My dad got out of having to register with the 'oh, we're moving' thing when he was pulling me out. After we moved, he never registered in me; he was going to homeschool me.
The thing is, he never really did. He told me had more 'important things to waste his money on than my education' and got really short-tempered when I'd bring it up.
He bought me one Algebra help book, and that was pretty much it. He told me I should be able to use Google to do everything. When I pointed out I didn't know what to look for, he told me to research what I liked. When I pointed out researching what I liked - say, wolves - wouldn't get me into college, he told me, 'see, you do now' then refused to discuss it further.
The kicker is that he expects me to graduate early.
I didn't even finish first quarter of my freshman year.
I've been out of school for about fifteen months.

The other thing is, we (myself and my grandmother (mom's mom, not dad's; and no, mom isn't around/not capable of taking me in)) are pretty sure my dad is a paranoid schizophrenic. Anything to do with police makes him really jittery, he's extremely paranoid about school people (hence my being pulled out), he's paranoid about... everyone, actually. He spends most of his time talking to himself (somethings to point of screaming at nothing, screaming threats at nothing... so on)

I guess the bottom line is, if I was to have a friend call in for me about my lack of education, does anyone have an idea what could happen about the situation?
My dad's instability and stubbornness kind of worry me over what could happen, but... yeah. If I don't do something, my life is going nowhere.
&just to throw it out there, my grandmother is too afraid of my father to interfere, and she's the only person around.
Yeah, that's sort of why I pointed out his hate for the public school system. He gets paranoid; at my last school, he was convinced they all hated him and that they were turning me against him, or... something like that.
I asked him 'bout going back to school once. He got mad. =/
 
Parents who don't let their children go to school but don't educate them otherwise can be charged with a felony. Tell your father you want to go to public school. And call Child Protective Services if he refuses. Public school is free.
