Generally it's meant to last 6 months, you're not even supposed to be eligible without significant work history. Pay scales vary from state to state, but it's usually half of your earnings up to some cap. I know Florida's cap is below 40*min wage and I know MA's is somewhere around $550-$600.
Unless someone has a lot of savings they're OK with blowing through, UI isn't really isn't going to keep someone living comfortably. I understand for the first week or two, many people may treat it as a vacation, but there really aren't many people enjoying being out of work for 6+ months.
