What would happen if a buy an unlocked Palm Pre without a data plan?

I really the like phone, but the thing is that I would buy it unlocked so that I can use it for T-Mobile and when I go out of the country. What would I not be able to do without the data plan and would I be able to just put my SIM card in it and start using it? Thank you in advance for all your answers.
