What Would CAuse The Clear Coat On a Cars Paint To Basically Bubble up to A

Whiteish Layer Then Flake Off? I Noticed spots under wheel well and one spot by door where clear coat i'm guesssing is basically bubbleing or puffing out to a whitish layer then peel flake off then just keep going? 2oo7 Dodge Charger Washed And Maintained Regulalry And Baby'd ???
 
It's not you it's a factory defect. i would take it to a Dodge dealer and see if they will fix it. Ford had to do that on trucks that was 5 years old.
