What would cause my subs to make to loud thumps on start up?

I have my subs all hooked up right but when i turn on my radio the subs make 2 thumps. one time blowing my 25 amp fuse, what the hell is causing this thumping on start up?
 
You didn't mention if you have an amplifier so I'm thinking that if you do you need to check to make sure you're getting a good ground and my son tells me if you hook up a amp they use the blue power lead of your radio and you've got make sure you have a good grounding.
 
it is usually a "turn on thump" i have heard of people using a delay circuit to stop this, i had a turn on thump and put the radio on a toggle switch and this stopped.
