What would be the speeding fine if the police car not the speed measure equipments?

if there is no proven measurement equipment in the vehicle, they are NOT allowed to issue a fine. They can only issue a warning.The public has the right to challenge decisions to the officers regarding speed
 
What will happen if someone get caught by the police while he was going over then the legal speed limits but the police car had not the speed measure equipment.Police were two in the car.
 
Pacing is a legal form of speed measurement. If the police car was pacing you, the officer can determine your speed by the police car's speedometer. I had that challenged once in traffic court and the driver lost. The judge confirmed it is a legal form of speed measurement.
