What would be the best approach? (Authors, Literary, Writing)?

I've written a book, completed at 73,000 words, and I am currently seeking representation for the project.

However, I am currently writing another book and am almost finished with it.

Should I mention the other book to the agents?

Should I query them about the other book, while still seeking representation for my first novel?
 
Yes, I think you should mention it. It shows that you are willing to write on and maybe if you are lucky they will publish the other to.
 
Do them as a package, most book contracts are for three to four books. If they know your almost done with one and an now working on another it just looks better. That said I would urge you to finish the rough draft of your first work, publishers get skittish if they think someone can't finish a work, especially now a days.
 
Unless the second book is a sequel or part of a series, do not mention it in your query for your completed book. Agents assume that anyone serious enough about their writing career to seek representation has more than one work.

I would also advise you not to query with the second book at the same time as the first. The second book is not finished, and nothing is more frustrating to all involved (agent and author) than sudden interest in an incomplete project. Also, if an agent does offer to represent your first book, s/he will undoubtedly want to represent all your work, or at least all similar work.

Put yourself in the agent's place. Would you work hard to sell a book when the author's next novel will be represented by (and the royalties will go to) someone else?

I advise you to concentrate your agent queries on your first book while you finish writing the second. When an agent expresses interest in representing you, that is the time to bring up your other projects. And while you are waiting to hear from your selected agents (I recommend sending at least five queries at a time), finish writing book two.
