What would be considered a year's proficiency in Arabic?

Please do not answer with regards to a timeframe.

I would like to know more of what I should actually be able to say: verbs, nouns, numbers, common phrases, reading, writing?

So far I can read, write, count to 99, have small-talk conversations, use basic phrases, use about 20 verbs in the past tense with conjugation, and use about 5 verbs in the present and future tense with conjugation. I also have a vocabulary that includes family members, foods, household objects, common outdoor items, days of the week, and a few animals.

The reason I am asking is because I began teaching myself Arabic last summer. In the fall, my friend began to teach me as well (Arabic is her first language). My college major is Near Eastern Studies and I'd like to skip the first year of language classes, but in order to do so I need to demonstrate a year's proficiency... WHAT DOES THIS ENTAIL???

It will save me a lot of money if I can demonstrate WHAT EXACTLY?
What I do have is a year's proficiency in Spanish... but considering the fact that Spanish is so much easier for English speakers to learn, I doubt the same amount of language skills would be expected from a year-one Arabic student.
