What would be causing the front tires to wear down on the outside on a 2001

Grand Jeep Cherokee? The mechanic told me it was the tie rod ends, so i replaced that. Didnt fix the problem and now they are telling me its the upper ball joints and i will be needing new tires as well. Are they just trying to get money out of me or they serious this time? PLEASE HELP
