What will happen if Iran leaves the Non-Proliferation Treaty (NPT)?

Will they be allowed to enrich uranium then? I have observed that non-NPT members like North Korea, India, Pakistan and Israel openly develop nuclear weapons and no one cares. Why didn't Iran take that step yet? What would be the consequences for Iran if it leaves the NPT?
