what ways do Cleopatra and Dido deviate from roman notion of womanhood?

i am currently reading Horace's potrayal of Cleopatra in Ode 1.37 and Virgil's description of Dido in the Aeneid. can anyone give me feedback on what is interesting about the origin and status of these two women and what concerns about 'roman'-ness there potrayals highlight.

They were both rulers, as was Boudicaa in Britain. Romans couldn't cope with the idea of women rulers, male dominance was the only way they knew.
