Well, it is logical that since God is suggesting making man in "our image" and "after our likeness" that to whomever he was speaking, must of been like him. This would certainly include Jesus, and may have included others.
Ps. 136: 2 give thanks unto the God of gods.

22 The Lord God of gods, the Lord God of gods, he knoweth, and Israel he shall know; if it be in rebellion, or if in transgression against the Lord, (save us not this day,)

1 God standeth in the congregation of the mighty; he judgeth among the gods.

6 I have said, Ye are gods; and all of you are children of the most High.
Notice what Jesus said when the Jews accused Jesus of blasphemy and wanted to stone him for claiming to be a God....
John 10
33 The Jews answered him, saying, For a good work we stone thee not; but for blasphemy; and because that thou, being a man, makest thyself God.
34 Jesus answered them, Is it not written in your law, I said, Ye are gods?

2 Beloved, now are we the sons of God, and it doth not yet appear what we shall be: but we know that, when he shall appear, we shall be like him; for we shall see him as he is.
