what types of bicycles can go up 45mph?

Everyone says downhill. But...track sprinters are faster than road sprinters. They can definitely go up to 45 mph in the track in a 200M sprint. They dive down from the banking, but I'm sure they can still do it without the bank. It just takes more time.
Just about any going down a steep hill with the wind.
Seriously, there are some custom built recumbents wrapped in a wind shell and powered by a superman that have gone much faster than 45.
No one has or could pedal a conventional bicycle that fast on a flat surface with no tail wind and no drafting assistance. 40 is apparently the fastest recorded, for a very short distance.
