What TV show/movie is this from? It's been driving me crazy, please help if you can!?

I remember watching it over the summer one year while I was on vacation, but I don't remember the year (most likely late '90s, but before '03). I thought it was from Beyond Belief, but lately I've been watching old episodes, and it's not there. All I remember was that it started with a group of friends pulling over at a rest station, and seeing people selling jewelry and the like at a stand. One by one each of the friends get picked off (I sort of remember one or two getting kidnapped in a bathroom/locker room of sorts) and then you find out that they were being sedated and then the people from the stand were killing them and making them into the jewelry they sell. I remember one of them had a tattoo that the person from the stand had mentioned liking earlier (which they used when they killed them) and one of the people from the group of friends seeing a necklace made out of teeth and commenting on it to the stand owner. This has been driving me absolutely crazy, and I can't seem to find what it was from. It kind of scarred me as a kid, but my mom remembers it too and we both thought it was from Beyond Belief, but it doesn't look that way anymore (besides, Beyond Belief usually isn't that gruesome)
