You can do it yourself, hand writing everything. I did it in 7th grade for a project, took a LONG time though...

You can try to use CoffeeCup HTML Editor
or
Adobe Dreamweaver

I prefer Adobe, but it's like $350 more... but overall they do the same thing. Previews, helps editing and correcting mistakes, and more too!

A compiler? Web edit tool? What and whats the price range I am looking at here? What other languages can I build a website with? Flash? Java? Any thing else? What is best for a beginner?

You can write HTML using NotePad. I use NotePad++. You can download it at http://www.filehippo.com/download_notepad/. First, you should learn HTML. Then, you should learn CSS or/and JavaScript. Then, when you get really good, learn PHP and MySQL and ect...

I have a website and I want to add another link at the menu. My website is http://godbeatssatan.110mb.com/ You see where it has "Home" and "Message Boards"? I want to add "Christianity" to it and when they move thier move over it, a list would drop down from it and I can add link like "History of the Bible" or something like that. I've tried many times but failed. Could someone help me? Please? Also, I need to to match the website. I would like it to be a white drop down list. I can edit everything else like text font and color. Well, thanks!

All you really need is a text editor, such as notepad, and a web browser to see the results.
