What to wear to a Business Gala Dinner? I'm in high school....?

Okay a few key notes to give you an idea:

i need to know what to wear
it will be cold, so i'm thinking black stockings and black heels
its a semi-formal event (like girls in cocktail/party dresses and boys in trousers with buttoned shirt)
I'm an Australian size 12 with dark hair and eyes.
I love gossip girl fashion (especially Blair) and love feminine, trendy and sometimes even quirky fashion pieces.
