What to do with a whining puppy?

My neighbors got a cute little puppy and all he does is cry..he is put outside and is tied up..and it pisses me off..I want to call the animal people..should I? He is soooooo adorable..
 
Definitely call animal control and any agency you have locally to help protect animals! They should not have a dog if they are just leaving it outside.....Dogs are pack animals and want to be with their pack-which means humans when we adopt them!
 
yup u should it is wrong to keep him outside like that and if u do then tell them that u can care for it that will make the neibors mad and they wont do it again and if u cant take it then get someone u know to u can provide him a good home
and call a no kill shelter to pick him up not animal control or the pound cus they will uthinize him

If he is left out all the time without "up to code" shelter, food & plenty of water You certainly can call animal control, but I would try and talk to the owner's first and tell them how uncomfortable you were with the the puppy crying, a puppy needs extra care & socialization to grow to be a happy healthy & safe Dog. I'm glad your such a caring person, I also get pissed when I see people get a pet & then keep it locked up or outside, what's the point in having one?
