Welcome to the board. I am sorry you having problems and in so much pain. This may sound like a silly question, but how do you know one hip is higher/one leg shorter? The reason I ask is that sometimes there is a problem in the back that causes you to make these compensations. It makes it seem like one leg is shorter, but in reality it is caused by a muscle irabalance and a mechanical problem in the way you are aligning your body.
Some people do have a shorter leg, in which case you need to see a doctor, a physical therapist, maybe even a podiatrist who can make a lift for your shoe. Sometimes this is all it takes to correct the problem. Sometimes it is a very easy correction, so you owe it to yourself to ask some questions, locate the right person to help you, and see what is causing the problem.
If it is something more involved, you should be able to find this out, too, and maybe you will be given some type of oral medication to relax the muscles, and some physical therapy to assist in rebalancing your body. Possibly you could look into some alternative types of treatment such as a procedure called rolfing, depending on what turns out to be the issue.
