What to do in case of a dog attack?

There are two german shepherds behind the fence close where I live, and when they bark it`s not a normal warning bark, it sounds very aggressive and scary. The dogs look asocial too.

What should I do if they jump over the fence, I do not want to use a pepper spray etc.

What can I do, how should I react?
