What to do if you computer won't boot from CD or USB flash drive!?

I was trying to try Ubuntu Linux with the LiveCD. On my Dell Dimension 4600, you can hit F12 and you can choose what to boot from. Whenever I put the disk in my CD-Drive, and go to F12, and hit the CD-ROM option, it just boots into Windows normally. The same goes with my bootable Puppy Linux flash drive. What should I do? P.S.-I have booted from a LiveCD a while back ago, so I know it isn't my CD-Drive. Please help!
I used the program ISORecorder.
 
Are you hitting any key when it asks?

It could be your HDD, Mine seemed fine and ran fine untill i tried to reboot, it did boot the disk and a USB, but after it restarts and goes to 'Finishing installation" It jsut went to a black screen.

Also F2, change the BIOS boot sequence. To first CD then USB, that way, it should catch it.

You can aslo do a diagnostics scan from F2, to see if it is your HDD, or other.
 
Did you burn the CD correctly? you cant just burn the data onto the CD you need to burn it as an IMAGE or else your disk reader will just see it as a cd with general data.
