what the limitations between paint & gimp?

This is for a college assignment. I have never used gimp before so i do not know what tools it offers. Can someone please tell me the limitations between them both and what tools they offer and what makes which better than the other and why?
 
Anyone who uses a photo editor knows that MS Paint is not a photo editor and is a fairly useless tool. Gimp on the other hand is like a light photo editor, like half of Photoshop. Photoshop is the best one you will find. Download the free trial and then switch the amtlib.dll for one that can be found through Google and then it will be yours. That's a $700 photo editing tool for FREE.
