What the difference between a woman and a Man bike?

I was shopping around for a a bike and my mother told me that the difference is the middle bar. the bar on the females is lower and is high on the males?

if the bar is the reason , why is it lower on the female shouldn't it be lower for male since male would hurt 100 million time more if the hit the bar?

if the bar is not the reason then what?
 
for a women bike the top bar is shorter and a little slanted a mens bike is longer and straight a womens specific bike would probably fit much better
