What test should I do when the power steering on a 2001 Toyota Rav4 goes out?

The problem started when I would warm up the vehicle and a screeching noise would gradually get louder. A few days later the sound got louder and then the steering got hard to turn. I took over this car from my sister-in-law. I've changed every fluid but the power steering fluid.
