What sort of person would steal solar lights from a garden?

I just went into my garden there and my neighbour came out and told me they were gone, would never have noticed othewise, call me suspicious minded but I think either she or the neighbour next door has something to do with it as nobody else knew they were there and it's impossible to see them from the street, what would you think if you were me? x
