What software (Mac) is best for drawing/ painting on a photo?

I have some photos (already in iPhoto) that I would like to be able to draw/paint/ layer on. For example; say I had a pic of a friend and wanted to draw/ add a beard or draw hearts in the background, what is the best way to do that?

I have a new 27in iMac (OS X 10.6.6)
