What size/brand/model of a woman's road bike is good for a short beginner?

I am 5'1" with a 27.5" inseam. I think I need about a 47" frame, but have seen some at 20" (?). I don't want to put too much, maybe not over $200 in a used bike.
I meant 47 cm..sorry about that.
 
Terry Bicycles makes women-specific bikes. They are extremely high quality and specifically tailored to a women's dimensions (shorter top tubes, narrower handlebars, even smaller front wheels on the smallest frames). They've been around long enough now that you should be able to find one on Craigslist. It might be hard to find one for under two bills but it would definitely be worth spending a little more for one. You won't lose any money of you decide to sell it later: they are in high demand.
 
Road bikes are measured in cm not inches. You want a 18 inch or 45 - 46 cm frame. Keep an eye out for one at ebay or Craig's list at the local level.
